For slab leak, which is cheaper repair? repipe or break slab to fix the leak?

I have ceramic tile floor and felt the heat on the tiles. The leak detecter rep found the leak and marked it off 12"x12". Homeowners insurance doesn’t want to pay anything because there is no moisture or visible damage. My plumber wants to do a repipe and tells me that there will be many walls opened and bathroom sinks removed with possibility of crackings sink tops. Hearing this really makes me sick. I just want to fix it from the slab, but he recommends a repipe because he claims it might happen again in another area. Which route should I take?
