How come my son can't get a basketball down to the bottom of our pool?

It must have to do with the pressure, so we came up with this: Given four air filled, crush proof containers with weights attached to them, the first having a weight of 200 lbs, the second 400 lbs, the third 600 lbs, and the last 800 lbs. If all were submerged in a still, deep water vessel, would the containers sink to different heights and line up in a straight line? Is there a formula or theory that would figure in the density of the container, the weight added, and the pressure of the water at different heights?
