Question for anyone familiar with circuitry. Engineering project for elderly!?

I am a senior mechanical engineering student currently in an engineering design course that requires my class and I to design mechanical equipment that will help the elderly at an elderly home near my college. Everything we make is donated to this elderly home.

The project my group and I selected (at the request of the elderly home) is to create a device that will allow an elderly person to pour a glass of water from a pitcher to a cup without anyone having to pick up the pitcher. Some people are just not able to pour their own cups of water.

Our plan is to pump water from a pitcher to a cup, and we currently already have a potable water pump on hand. We are taking everything into consideration for this design. We would ultimately like to wire a button/pushpad to the pump in order to activate it, but we recognize that some people may also be incapable of holding down a button for too long. What we would really like to do is have the pump activate for a certain amount of time—let’s say about 4 seconds—so that small amounts of water can be pumped at a time. Let’s say after 4 seconds of pumping, approximately 4 ounces of water are pumped into the cup. Every time the person pushes this button, the pump activates and pours 4 ounces, without having to hold this button down. This is what we want to achieve.

I am not familiar with the sort of timing mechanisms that we’d have to order and install. Can anyone offer some insight? I’ll be sure to give credit where it is due.
